HOA Meeting Minutes March 1, 2025
The Membership meeting began at 9:00 am opening with the Pledge of Allegiance and roll call. All
Board members were in attendance. A motion was made to accept the minutes for the February 7,
2025 meeting. The motion was accepted.
Reports
(President) The right of homeowners to join the HOA and become members in good standing were
reviewed. Publically available information regarding litigation brought against the Heritage HOA by a
community resident was reviewed and members were reassured the alleged claim is being handled by
attorneys for the HOA insurance. Member were reminded the HOA does not maintain responsibility
for the upkeep, maintenance or safety of ELS property.
(Vice President) A review of ongoing issues was given and reminder that a Resident Relations Committee has been
formed to help relay community concerns to Park Management.
(Treasurer) Reported a balance of $3,100.11 in the account and reviewed a list of checks still
outstanding. Treasurer Allen made a statement regarding an event that took place during a February
meeting of the HOA Board and noted circumstances do not justify ill-advised action and offered an
apology to the Board and any community members who may have been present.
(Activities Club President) Reviewed the upcoming April event calendar and encouraged the community to attend
events and bring a neighbor and a friend.
Committee Reports
The Technology Committee reported the progress of the website and asked member to register on
the site so the upcoming newsletter and current events can be shared in real time.
OLD/NEW BUSINESS
Members are encouraged to continue using emails to document conversations with ELS (Nelson
Procedure) and include the HOA if VP Black could help with follow up.
A motion was made to allow the Legal Committee to sign a non-binding service contract with the
Cullen Law Firm and the Heritage Village HOA. The motion passed.
An announcement was made that Park Management is interested in working with a resident
Committee for the Garden Park.
PUBLIC COMMENT
Members discussed agenda topics including a request for Committee descriptions, a potential need
for an Insurance Committee and the need for the HOA to grow.
Matters of concern brought up by residents included the apparently abandoned worksite installing
new FPL meters behind houses and ongoing issues with the difficulties homeowners in good standing
experience when purchasing new homes in the community
The meeting was adjourned at 9:45 am.

HERITAGE HOA TREASURER’S REPORT April 2025
Checking Account balance is $3,033.87 with an outstanding check #1000 in the amount of $412.50 made payable to the Cullen Law Firm for legal services invoice number 402 & 417 which will bring our availability to $2,621.37
This balance reflects the following transactions:
Check 1001 was processed in the amount of $30.00 made payable to Dawn Carboni for 723 reimbursement.
Check 1002 was processed in the amount of $40.00 made payable to Kara Karasch for 723 reimbursement.
Check 1003 was processed in the amount of $116.62 made payable to me, Alex Allen for reimbursement of the annual recertification of our corporation and certificate of filing and for reimbursement of HOA check books.
Additionally, we opened a 3rd checking account exclusively for our Bingo operations in order to keep these funds separated and accounted for. Activities Club Treasurer/Bingo Chair Karen Valdastri and myself are the signers of this account with Karen overseeing it directly.
Our Audit committee is currently reviewing the Bingo financial activity and will make its recommendations known as soon as possible. I have committed the HOA Treasury to implementing and following the committee’s recommendations.
The HOA 2024 Federal tax return document has been filed with the Internal Revenue Service which is available for inspection upon request. So that there is no misunderstanding or confusion, our annual tax return is always zero with nothing owed or refunded as we formed our corporation solely for protective purposes only. We are a Not For Profit organization and own no property or building. All officers serve on a voluntary basis and no officer is paid any wages for their service.
